Signal timing has a greater impact on transportation system efficiency than any other operational measure in the traffic engineering toolkit. Yet signal timing continues to be a relatively low priority in many transportation agencies. This report documents the current state-of-the-practice in traffic signal timing. It was prepared as part of a continuing program developed by FHWA and ITE to place increased emphasis on the quality of U.S. traffic signal timing. While this report offers limited commentary on existing practices, it is not intended to provide definitive recommendations regarding best practices to be used by transportation agencies. The report begins with a presentation of issues associated with the types of traffic signal control currently in use, followed by a discussion of signal timing methodology and the agency staff responsible for implementation.
