This informational report identifies examples of where the Manual on Uniform Traffic Control Devices (MUTCD)-intended meaning of a traffic control device: is not correctly conveyed by state driver’s manuals and/or is confounded by state motor vehicle laws that do not conform to the Uniform Vehicle Code; is not really understood by road users; is not correctly applied by traffic engineering agencies; and/or is not consistently enforced by police. Examples, from 21 states highlight edge lines, lane lines, pedestrian crosswalk signs, directional signs, school vehicle rules, and other traffic situations.

The report draws on the experience of committee members, research of driver’s manuals and vehicle laws, a literature search, and questionnaires to transportation professionals, police, and drivers. It also discusses how many of today’s traffic control devices will be useful in the coming era of autonomous vehicles.
