The National Transportation Operations Coalition (NTOC) published the 2007 National Traffic Signal Report Card, giving the nation an overall grade of D with traffic monitoring and data collection getting an F. The NTOC's recommendation was that more resources should be devoted to traffic signal operations. While obtaining more resources would be ideal, further examination of the report's results indicate that agencies are being pushed to do more with less. Acknowledging the reality of constrained resources, the primary objective of this Informational Report is to provide practitioners with tools to improve their operations.
