This report provides a narrative description of the history of the published guidelines and practices for determining the length of time for the display of the yellow change interval and the all-red interval. The narrative description is followed by a review of the legal guidance and national standards that have shaped the published guidelines of ITE over the last sixty years. Studies on the effect of the yellow change interval and the all-red interval on the occurrence of red signal violations and crash risk are reviewed. The report is concluded with a discussion of positions and concerns of practicing traffic engineers in the application of the yellow change interval and the all-red inerval in light of the current debate on the use of automated enforcement of red signal violations.
