The ITE Management and Operations/ITS Council compiled this informational report realizing that material was needed by the Council's members to help them understand and deal with ITS issues. This informational report was based on Management and Operations of Intelligent Transportation Systems - An ITE Recommended Practice, published in September 1999.

This informational report was developed for use by transportation professionals. Those involved with the overall management of an ITS program may be more interested in chapters dealing with high-level topics such as planning and procurement. Operations managers may be more interested in chapters dealing with performance monitoring, staffing and training and crosscutting issues. Staff dealing with new or upgraded systems may find relevant information in the chapters on system engineering practices; concept of operations and requirements; designing with M&O in mind; implementation; and validation and verification relevant. Although topics are interrelated, each chapter can be read individually and does not depend on information in other chapters. The general concepts in this report will help ITS professionals decide on the appropriate measures for their unique systems.
