2023 Joint ITE International and Western District Annual Mtg



Connecting People and Communities
Transportation connects people to their community. Whether it is across the street, across town, or around the neighborhood for work, play, or for other reasons, people walk, drive, bike, take transit, or other modes of transportation to get from point A to point B. ITE’s members seek to ensure transportation is safe, effective, and equitable for all users within a community.

This year’s theme for the Joint ITE International and Western District Annual Meeting and Exhibition is Connecting People and Communities. This meeting will take place in the Oregon Convention Center (OCC) and its headquarters hotel, the brand new Hyatt Regency hotel, just across the river from downtown Portland. The OCC and hotel are steps from Portland MAX light rail, convenient to many local and regional attractions, and a gateway to the Pacific Northwest, making it a great opportunity for both individual and family travel.

The early bird deadline for registration is June 23, 2023.

The cancellation deadline is June 23, 2023. If you cancel prior to this date, you can be refunded the full amount less a $50 administrative fee. There will be no refunds for cancellations after this date. If you have any questions about cancellations, please contact cagan@ite.org.

The Western District will be hosting their Western District Family Night on Monday, August 14. Attendees will need to purchase a ticket along with your registration. Western District Members can purchase one for $35 while additional guests and non-Western District Members can purchase one for $65. Workshops and Tours: We are hosting Workshops on Sunday only and some of those may have an additional fee of $25 to participate. In addition, there are tours Monday-Wednesday and fees vary from $25-$50 based on the tour.

This is a 2 hour bike tour to take place Monday morning. Exact times TBD.

Better Naito Forever just won the ACEC "Best in Class" award. Hear the history and lessons learned directly from staff who worked on the project while touring the Portland Waterfront by bike, enjoying the Better Naito two-way cycle track and the Tillikum Crossing Bridge which serves bus, light rail, pedestrians and cyclists. Check out the green streets, bike signals and other bike infrastructure that Portland is well-known for. New bike/ped bridges over I-84 and I-405. Bike rental included.

I-5 Rose Quarter: Reconnecting a Community Through Equity Perspectives and a Highway Cover

This tour is a 1.5 hour walking tour that will take place on Monday. Times TBD.

Today, I-5 is the main north-south route across the West Coast of the United States. In Portland between I-84 and I-405, I-5 carries some of the highest traffic volumes in Oregon and up to 12 hours of congestion daily. This section of I-5 cuts through the historic Albina community.

The Albina neighborhood was a thriving business district for Black Portlanders for decades until several urban renewal and development projects, including the construction of I-5, severed and displaced the community. Because these past decisions in the historic Albina area so negatively impacted Black Portlanders, ODOT is committed to prioritizing the voices of the historic Albina community today. Join us for a walking tour of the Rose Quarter project site to learn about how the project is centering community voices and improving connectivity for the traveling public.

Western District members are $35 per ticket. Additional guests and non Western District members can purchase a ticket using the other Western District Family Night link.

Explore "The Great Outdoors" during our family night event while sporting your favorite athletic or outdoor gear! Dressing up for our special events is a long-time Western District tradition and we hope you join in! This family-oriented event will be a fun-filled evening with delicious treats and family-oriented activities at the nearby Rose Quarter Commons - Main Amphitheater outside the Memorial Coliseum entrance, adjacent to the Moda Center. The event is within walking distance of the conference hotel and will feature activities, food trucks, farmers market vendors, and Western District fun!

Need ideas about what to wear? Give a subtle nod to Portland being the epicenter for some of the biggest sportswear companies by wearing your Nike, Adidas, Columbia Sportswear, or Under Armour outerwear. You could celebrate all the amazing outdoor opportunities Oregon has to offer by coming decked out in your favorite outdoor gear…kayaking, cycling, running, fly fishing, rock climbing, golfing, hiking, snowboarding…whatever inspires you! We can’t wait to see what you wear!

This is a 1-1.5 hour tour to take place Tuesday morning. Exact time TBD.

The walking tour will provide an opportunity to highlight the process of designing and constructing this important multimodal facility to reality from planning concept to construction. In addition to a review of the technical aspects of the bride the tour will also highlight the public agency perspective and will include topics such as public outreach, project funding, and elected official engagement. The 420’ long Earl Blumenauer Bridge was completed in the summer of 2020. The project was awarded Project of Year by the Oregon Chapter of ACEC. The tour will be led by Dan Layden the City’s project manager and Craig Totten from KPFF, the project designer.

This is a 1.5 to 2 hour tour to take place Tuesday afternoon. Exact time TBD.

The Division Transit Project brought the first high-capacity bus service to the Portland metro area. Come hop on one of the new bendy buses, complete with system visuals, to tour the corridor that opened Sept 2022 and learn how 15-miles of the Division Street corridor was modified to provide faster and more reliable bus service. The tour will highlight the unique aspects of this project including a new cloud-based Transit Signal Priority system that uses machine learning to help inform the traffic signal operations.

This is a 1.5 to 2 hour tour to take place Tuesday afternoon. Exact time is TBD.

The folks at Portland International Airport (PDX) will host a 1-hour walking tour of their multimodal landside transportation facilities. The tour will highlight PDX’s parking garages, rental car facility, TNC/Taxi/Limo/Shuttle hub, bicycle-pedestrian path, and light rail platform. All are new or under construction.

The Americans with Disabilities Act (ADA) will be 33 years old by the time of this conference in summer 2023. Currently, 32 years later, there remain many barriers to accessibility in the public right of way in probably every city in America.

Take a tour of transportation infrastructure just outside the convention center with community members who use mobility devices. Join us to evaluate how well wayfinding, crosswalks, curb ramps, transit platforms, ticketing machines, lighting, and more work for people with disabilities. Even ADA compliant infrastructure can benefit from design changes that would make the area safer and more navigable for people with disabilities without changing its functionality for users without disabilities.

This is a 3-4 hour tour to take place Wednesday afternoon. Exact times TBD.

Explore one of Oregon’s biggest tourist attractions and learn about the Columbia Gorge Express. The service was initially implemented as a weekend pilot program with the intention to reduce parking demand at Multnomah Falls (including queuing onto the freeway from a left-side exit) and expand options for car-free tourism. The service has expanded to weekdays and provides crucial travel options for residents of the Gorge to access PDX Airport, OHSU, and other regional resources.
