Smart Columbus - Updated Perform. Measurement Plan

Webinar Background:

Through the United States Department of Transportation (USDOT's) Smart City Challenge, in 2016, the Department selected Columbus, Ohio, to define what it means to be a "smart city" and serve as a model for other cities wishing to fully integrate innovative technologies--such as automated vehicles, connected vehicles, and applications--into the transportation network. The Smart Columbus program connects people by creating opportunity for city residents to better access jobs and services while improving the overall safety and efficiency of the city's transportation network. The Smart Columbus program is comprised of eight individual projects covering three themes--enabling technologies, emerging technologies, and enhanced human services. These projects collectively represent interoperable, networked wireless communications among vehicles, the infrastructure, and travelers’ personal communications devices and to make surface transportation safer, smarter, and greener.

The Performance Measurement Plan is a comprehensive document that describes the outcomes of the Smart Columbus program and how the objectives of each of projects relate to them. The plan identifies and explains the methodology that will be used to evaluate the indicators for each project, which provides insights as to the impact of the program and project on the City of Columbus. The plan also describes the data necessary to evaluate the objectives and the required reporting frequency and contents.

This webinar will discuss the how the City created a cohesive and coordinated approach to measuring the performance and impact of both the individual projects and overall program. It will provide an overview of the outcomes and indicators planned for the program and each individual project, as well as the factors impacting the design and execution of each experiment. Finally, a summary of data that will support performance measurement will be discussed. The City will also present the lessons learned in creating the robust document which spans multiple interconnected yet individual systems, and how the COVID-19 pandemic has impacted the projects overall and the City’s ability to measure performance.
